Core Functions

The Strategic Initiatives Office is manned by the Vice Chancellor with its support administrative staff members and designated faculty members to various office positions. The Vice Chancellor for Strategic Initiatives is tasked to do the following core functions:

  • To be responsible for the development of the Institute
  • To take in-charge in defining long-range physical vision of the campus (infrastructure) and development of the initial scope site selection and programming of major university projects
  • To establish partnership (and cooperation) with international, national, and local agencies regarding environmental and cultural resources stewardship, and coordination of range planning activities
  • To prepare the Institute annual report
  • To contribute in the formulation and oversee the implementation of the Institute policies in Quality Assurance
  • To be responsible for supporting the Institution in maintaining standards and continuously improving quality while meeting the increasing demand for higher education
  • To assist the Institute in the preparation and negotiation of externally funded projects, monitor the implementation of such projects and provide reports to funding agencies
  • To be responsible for the development of the institute capital plan
  • To monitor and make recommendations concerning the Institute鈥檚 educational and academic staff developmental provisions
  • To advice the Chancellor on Quality issues in the Institute
  • To involve in the development of the initial scope site selection and programming of major university projects
  • To assist in capital development, specifically in the raising of financial resources for grants and endowments covering professional chairs, scholarships, physical facilities and other needs of the Institute
  • To lead, coordinate and support Quality Assurance and Enhancement Management System across the institute
  • To contribute to the formulation of the Institute鈥檚 Quality Assurance and Enhancement Policies and Practices and to their implementation and monitoring across the Institute and, where appropriate, in collaborative partner institutions
  • To contribute to the identification, development and promotion of the Institute鈥檚 aims and objectives in the Strategic Plan

Designations and Functions

With the OVCPD Organizational Chart (BOR Res. 163 S. 2015), the Office three sub-offices: (1) Institutional Planning and Development Services Office (IPSDO); (2) Quality Assurance Management Services Office (QuAMSO); and (3) Office of International Affairs (OIA).

Overall Functional Description of OVCPD (BOR Res. 163 S. 2015)

Institutional Planning Services

  • Ensure the formulation, implementation, monitoring and evaluation of development plans of the Institute University and its various units;
  • Integrate quality indicators within strategic or operational plans to measure achievements and institutional effectiveness, monitor activity and develop external and internal reports; evaluate the effectiveness of the planning process and initiate necessary modifications; identify specific information needs to support continuous improvements;
  • Oversee the dissemination of development plans to all stakeholders;
  • Evaluate the Institute University current (operational) and strategic (future) plans to ensure they meet the vision, mission, objectives of the Institute University, local and international priorities;
  • Appraise the Institute University current and strategic plans to ensure that the target of high efficiency and effectiveness in resource allocation and utilization is achieved;
  • Advise the Institute University management in corporate budgeting, planning, and investment matters;
  • Undertake research work pertinent to planning undertakings;
  • Monitor and evaluate the impact of planning and development undertakings in the Institute University;

Development Projects Services

  • Oversee and coordinate preparation and/or packaging of project/program plans and proposals;
  • Establish linkages and keep/update database of current or potential development partners;
  • Ensure preparation and execution of marketing plans of the Institute University for the following:
    • Have Academic programs (Higher Education units)
    • Have Resource Diversification Projects/Programs
    • Establish of endowment funds
    • Ensure monitoring and evaluation of the impact of special development projects in the Institute University;
    • Advise the Institute University management on special development projects matters;

Reportorial Services

  • Ensure the accurate and timely preparation, consolidation and submission of statutory and regulatory returns;
  • Ensure the timely preparation and enhanced quality of the Annual Report;
  • Ensure the dissemination of Institute University performance and accomplishments;
  • Advice Institute University management on matters pertaining to statutory and regulatory returns;

Quality Assurance Management Services (BOR No. 25 s. 2015)

  • Act as central coordinating office for all Colleges and Units in the Institute to ensure the establishment, implementation, maintenance, and updating of documented Institute Quality Management System (QMS) as well as Quality Assurance mechanism to subscribe in accordance with the Institute Vision, Mission, Goals, and Objectives, and compliance of the Institute to national standards and statutes;
  • Coordinate with the appropriate offices in the development and updating of policies and guidelines as documented through quality manual, procedures and work instructions manual;
  • Ensure supervision of the keeping, updating, and maintenance of controlled documents and documented procedures;
  • Ensure that preventive and corrective actions are taken in the processes and operations of the Institute for continual improvement in accordance to established Quality Management System (QMS);
  • Coordinate with the appropriate offices in ensuring that management review is conducted;
  • Spearhead and coordinate conduct of Internal and External Quality Audit Surveys;
  • Prepare report on the performance of the Quality Management System (QMS) to the Vice-Chancellor for Strategic Initiatives, and Institute Chancellor;

International Affairs (BOR No. s. 2015)

  • Act as central coordinating office in leading the process of integrated internationalization and global engagements of the Institute;
  • Coordinate and oversee the development and updating of policies and guidelines pertaining to international affairs;
  • Coordinate and oversee the establishment, development and review of the Institute University's formal bilateral and multilateral relations and programs with global partners;
  • Spearhead the integration of global perspectives into the curriculum;
  • Provide leadership to engage the community served in global awareness initiatives;
  • Provide logistical, technical and administrative support for international engagement in campus or abroad;
  • Coordinate and oversee the international diplomatic relations strategy with key government agencies and diplomatic missions overseas;
  • Coordinate the development, promulgation and oversight of protocol for the management of high level incoming international visits and delegations;
  • Lead and coordinate in the management of an international visitor program for high level visitors to the University;
  • Plan and coordinate on offshore visits undertaken by senior officials of the Institute University;
  • Coordinate on matters involving endowment funds, scholarships and other grants from foreign sources;
  • Ensure that management review is conducted in all activities of the OIA;

Other Functions

  • Keep and update pertinent documents and record relevant to office operations; and
  • Perform tasks as maybe assigned by higher authorities.

Similar to the practice of major offices of the Institute, the Planning and Development Office is also assisted with one transient Special Assistant (mostly, faculty) whose designated function is to do the institutional promotion and information dissemination. Inherent of this position, the Special Assistant manages to do the write-ups of the OVCPD activities and other institutional agenda (if deemed necessary).
